Repositories can publish multiple image components through one pinned shared workflow. Each archive gets a separate disposable publisher job and a uniquely named digest receipt; application build and deployment logic stays with its owner.
Validation: Forgejo runner schema validation passed. The publisher service is independently extracted to karpfen/harbor-publisher; its 16 focused tests and isolated CI pass. Broker and Fishystuff callers are being migrated to the new inputs together.
